Russia, 191023, St-Petersburg, Sadovaya Ulitsa, 21 Centre for Energy Policy Research and Training was created in 2009 in order to conduct research projects in the field of energy and to facilitate the dialogue between energy producers and consumers in Eurasia.

- facilitating the dialogue between energy producers and consumers. Organisation of a discussion forum to exchange the views between representatives of academic community, energy companies and public authorities of energy producing and energy consuming countries.
Research Areas
Problems of energy security
- Analysis of possibilities of achieving energy security by producers, consumers and transit countries and of the necessary institutional conditions (principles of formation of an international regime for energy trade).
Development of energy sector in Russia
- Analysis of the domestic demand for energy. Factors driving the demand for natural gas in Russia. Scenario analysis.
- Analysis of inter-fuel competition (in particular, problems of developing the coal generation) and approaches for optimising the structure of the primary energy consumption. Principles of pricing on domestic energy markets.
- Natural gas production prospects given the institutional constraints (structure of the natural gas industry and the role of independent gas producers, tariff regulation).
- Oil production prospects and definition of sustainable production profiles. Analysis of the institutional conditions of the oil industry development (fiscal regime, role of foreign investments…)
Foreign energy strategy of Russia
- Analysis of Russia’s global energy strategy. Prospects for diversification of Russian hydrocarbons exports: Asian markets, USA. Economic and political factors of Russian-Chinese and Russian-American relations in the energy sector.
- European dimension of Russia’s natural gas export strategy. Evaluation of the prospects of the Russian gas strategy towards Europe given the European policy of diversifying energy supplies, institutional changes on the European markets and energy demand scenarios for Europe (liberalisation of the European gas markets, European climate policy and promoting the renewable energy sources).
- The role of Russia in the world oil market. Interaction of Russia with OPEC, formation of world oil prices given their importance for the natural gas economics.
- Methodology for pricing hydrocarbon exports.

- Global and regional problems of energy markets (CIS, EU, USA, Asia-Pacific region). Geopolitical factors and energy trade. Struggle for energy resources.
